The Charitable  Organization Operation Compagnons D’Armes –   The Distinguished Service and Legacy of Major (Retired) Doctor Marc Dauphin, MD, MSM, CD is mainly a charitable organization that offers health care service via its mobile clinic, consulting services, and it is involved in scientific research projects and specific humanitarian projects.  This charitable organization remains interested in offering services such as mobile primary care for homeless veterans, administrative assistance for processing VAC applications and recreation and reintegration into society. 

Biography

History

Operation Compagnons d’Armes (OpCA) is an initiative of Medical Intelligence CBRNE Inc. (MEDINT CBRNE Group) in order to contribute to Canadian society in a distinct and specialized manner.

Operation Buddy Check was established as a community project on 28 January 2016 .  Two socio-political triggers motivated the choice to get involved in the issue of homelessness. The existence of more than 1500 veterans suffering homelessness was the first, while the second has been the difficulty in getting a family physician in Quebec.  

Since 2025, OpCA’s  mobile clinic has become an important driver of its activities.

Founding members are Stephane Bourassa, Marc Dauphin, Francis Adam and Nadine Laflamme.

Expertise

Operation Compagnons d’Armes is not only composed of former military health care professionals from the Canadian Armed Forces with specialized clinical knowledge of the military, but also has the competence to treat other populations.  OpCa is involved in clinical scientific projects for better patients’ care.

This organization have the expertise in: 

  • Counselling to health care specialists on their clinical practices in veteran population (especially when security clearance is a roadblock in providing care to the patient)
  • Counselling to health care organizations and security forces for preventing malevolent exploitation of homeless veterans’ specialized competencies.

Operation Compagnons d’Armes is able to make a difference in public and health safety through the Good Shepherd protocol developed by MEDINT CBRNE Group.

Customers

This charitable organization is dedicated to veterans community of the Canadian Armed Forces (CAF) and of the Royal Canadian Mounted Police (RCMP), and active members (RCMP, CAF), Federal Public Servant and their relatives, IRCC (Refugees) and some civilian populations . Therefore, we work with none-profit organizations, health care organizations and security forces.

Social media

Social media will mainly be used to inform the public on topics of interests regarding veterans and those are homeless veterans. They will also serve to inform other veterans of the living conditions being experienced by a significant number of their peers and also about what may be an interest for them and the public. Scientific Posts is also a research project has started up as an initiative to stimulate the scientific curiosity in the community since 2024. Services

Health Care Service – Mobile Clinic (Detailed Description to come)

Rudimentary primary care  are Primary care includes health evaluations, prescription services, referrals, wound care, dressing changes, blood pressure monitoring and emotional support (i.e. mental health).

Consulting

This service offer many level of expertise on the health conditions found in veterans for health care specialists, their organizations, community service organizations and the security forces. 

Research Support

Support to scientific research encompasses four functions: i. Participating in researchers’ research projects; ii. Coordinate knowledge transfers to Operation Compagnons d’Armes and stakeholders with appropriate research chairs; iii. Train said personnel and stakeholders regarding medical conditions afflicting military personnel and veterans; iv. Promote the scientific knowledge that can interest the veteran.

Humanitarian Support

This service consists of a supply chain based on the push and pull principle adopted by military and security forces. It begins with the identification of the veteran’s needs using a form which is then sent to the appropriate organization (e.g. if a tuque is needed, the request is sent to the Salvation Army). 

Veterans’ Affairs Administrative Support

This service assists veterans in preparing requests for VAC services for which they are eligible, as well as preparing requests for a medical expertise to establish a link between the veteran’s condition and their military service (if applicable).

Recreation and Social Reintegration and Special Projects

The aim of this service will be to assist the veteran to resume certain leisure activities and to reintegrate into society. The implementation of this service will take time and require a combination of specialized work and opportunity funding.  However, this wing undertakes some special projects such editorial letters to elected member of parliaments, etc., on topics related to the defence and health care communities.
